EU News: Reproductive health discussed at the European Parliament Development Committee (DEVE)

01 March– Brussels

During a debate on the European Commission communication “Increasing the impact of EU Development Policy: an Agenda for Change” at the European Parliament Development Committee (DEVE), a Luxembourgish MEP Charles Goerens from the Alliance of Liberals and Democrats for Europe (ALDE), who is also the rapporteur on the agenda, stressed the importance of increasing funds for reproductive health in developing countries, following the drop of aid from the USA due to the “global gag rule" imposed under the Bush administration. MEP Goerens made a strong statement that the issue of reproductive health should not be confused with coercive abortion. Taking as a starting point the protection of women’s dignity and freedom of choice in matters of reproduction, MEP Goerens also pointed to the link between population control and increased economic performance.

EU News: The European Parliament Budget Committee adopts the general guidelines for the preparation of 2013 Budget

02 March– Brussels

The European Parliament's Committee on Budgets adopted a report on the General guidelines for the preparation of 2013 Budget which was drafted by Giovanni La Via, an Italian conservative MEP who was appointed the European Parliament's Rapporteur for the 2013 EU General Budget. One compromise amendment tabled at the initiative of the Progressive Alliance of Socialists and Democrats in the European Parliament (S&D), includes a reference to the Heading 4 of the Multiannual Financial Framework (MFF), which finances the global activities of the EU such as the promotion of sustainable development. The report recalls that the Heading 4 is “insufficient to meet the policies approved as priorities by Parliament, the Council and the Commission” and that “the appropriations allocated for some policies have had to be revised several times in order to meet new goals and tasks, making the use of the Flexibility Instrument necessary in almost every annual budget”. The guidelines will be debated on 13 March and voted for on 14 March.

EU News: DSW co-signs a recommendation letter on the Agenda for Change

06 March – Brussels

Together with its Brussels-based partners and networks, DSW prepared a letter regarding the on-going discussions in the Council of the European Union on the Commission’s Communication “Increasing the impact of EU Development Policy: An Agenda for Change”. While the letter recognises the EC’s support for inclusive growth, social inclusion and human development, notably social protection, health and education; it also raises six areas of concern where the Council conclusions could improve the Commission’s proposal. These include: reinforcing focus on poverty eradication rather than economically driven growth model, deepening the definition of “inclusive growth”, ensuring continuous support to basic health and education, supporting differentiated and concentrated EU approach to poverty alleviation, strengthening the role of civil society in development processes and ensuring the engagement of private sector for global health. The letter has been sent to the Member States represe ntatives in Brussels taking part in the Council discussions.

EU News: EU reaffirms its commitment to promoting gender equality and advancement of women worldwide

08 March – Brussels

The celebration of International Women’s Day is a reminder that there is still a long way to go before gender equality is established. In a statement on International Women’s Day, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the Commission, Catherine Ashton said: "While we can be proud of the significant progress already made, this day reminds us that much work lies ahead to achieve true gender equality.” Ms. Ashton called for women to be actively involved in on-going and planned reform processes and for their full participation in social and economic life.

Upcoming Events: Danish International Development Agency (DANIDA) to celebrate its 50 year anniversary

16 March – Copenhagen

The 50 year anniversary of DANIDA, one of the Danish Presidency’s main events on development, will be celebrated at an international conference entitled “Development Policy in a Changing World” that aims to address a broad range of issues related to Danish, European and international development cooperation. The conference will be attended by a diverse range of representatives from international organizations, partner countries, European ministers and NGOs. Present at the event will be Kristalina Georgieva, European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, and Andris Piebalgs, European Commissioner for Development.
