EU News: European Commission launches online consultations on
Civil Society in Development and EU Platform for External Cooperation and
Development
March-Brussels
Two online consultations have been launched by the European Commission
concerning CSOs role in development and the use of public and private funding
in this regard. The purpose of the first consultation is to allow potential
stakeholders to give their views on the future EU development support policy
to CSOs in partner countries. Some of the key themes of the CSO consultation
are legal and regulatory space for CSO activities and CSO internal capacity,
governance and accountability. The deadline for contributions is 7th May.
The second consultation will look at the possible establishment of the EU
Platform for External Cooperation and Development and on how grant funds,
loans and other forms of funding ("blending") from public and
private organisations could be best used to support investments in line with
EU external action and development objectives. The consultation will close on
27th April.

EU News: EU Development Commissioner calls for more effort to
address MDG 5 on maternal health
27 March-Brussels
During his presentation to the European Parliament Development Committee
(DEVE), Andris Piebalgs, the EU Commissioner for Development, gave an
overview of development policies planned for 2012. Included was a
communication on social protection which aims to develop a more comprehensive
approach to human development and inclusive growth. Mr. Piebalgs recognised
that even though positive results were achieved with regards to several MDGs
(Millennium Development Goals), stronger effort needs to be made to address
maternal health.

EU News: DSW discusses reproductive health with the rapporteur
on the Agenda for Change
28 March-Brussels
As part of CSO consultations on the Agenda for Change, DSW met with a
Luxembourgish MEP Charles Goerens from the Alliance of Liberals and Democrats
for Europe (ALDE), who is the rapporteur on the Agenda for Change. Eight
other CSOs were present including UNICEF, International Association of
Notaries, and CBM /CONCORD. DSW stressed the necessity to maintain the 20%
earmark to health and education that has been repeatedly called for by the
European Parliament. DSW also welcomed a reference to reproductive health
(RH) in the explanatory statement of the draft report and stressed on the
need for a human-rights based approach to the RH issues.

EU News: OECD releases its data on 2011 EU Development Aid
04 April-Paris
According to new figures released by the Organisation for Economic
Co-operation and Development (OECD), the vast majority of EU member states
are making cuts to Official Development Assistance (ODA). Overall, EU member
states’ development aid reached €53 billion in 2011, which is about €500
million less compared with last year. Despite the cuts, the EU still remains
the world’s largest aid donor. Andris Piebalgs, the EU Commissioner for
Development, said in statement that “despite the crisis, Europe reaffirms its
solidarity with the poorest across the world”.

EU News: Health civil society organisations urge the EU to
invest more into Global Health Research and Development (R&D)
April-Brussels
DSW, together with other civil society organisations active in the field of
health and population, endorsed a position paper on the EU Research Framework
Programmme “Horizon 2020”. The paper recommends how the EU could best ensure
its position as a key player in promoting global health. The signatories urge
the EU to “strongly support the research necessary to develop affordable and
accessible products for poverty-related and neglected diseases (PNRDs) and
promote partnerships that allow various types of flexible collaborations
between private and public partners”.

EU News: DSW sends a reminder to the EU on World Health Day
regarding a call for support for family planning from religious leaders
07 April –Brussels
As the EU negotiates the future of its development cooperation policies and
financing instruments, religious leaders from Christian, Muslim, Hindu, and
Buddhist constituents have raised the importance of achieving the unmet need
for family planning. On the occasion of World Health Day, DSW reminded the EU
of their call on the international community to commit to this crucial health
issue.
