EU News: MEP Berman and DG DEVCO Director Schmidt on EU
support for civil society in development cooperation

CIDSE organised a panel discussion entitled "EU and Civil society -
Where do we go from here?" with Kristian Schmidt, Director of Human and
Society Development Directorate, Directorate-General for Development and
Cooperation – EuropeAid (DG DEVCO, European Commission) and Thijs Berman, Member
of the European Parliament, Rapporteur on the Development Cooperation
Instrument (DCI) 2014-2020, (Group of the Progressive Alliance of Socialists
& Democrats, S&D, the Netherlands). The discussion centred on EU
support to civil society organisations (CSOs) and the creation of an enabling
environment for CSOs. The European Commission (EC) is considering taking a
more systematic approach towards stronger partnerships that go beyond
funding. MEP Berman expressed his concern about the lack of EU response to
shrinking space for civil society in countries such as Ethiopia and
emphasised the need for the EU to support local authorities and national
Parliaments in holding governments accou ntable. This of course should be
done in partnership with CSOs, said MEP Berman.

EU News: European Union to focus more on improving aid
transparency
08 May-Brussels
The European Commission (EC) organised a lunch time debate entitled “Aid
& Development Effectiveness after Busan” to discuss the main
opportunities and challenges in finalising and implementing the Global
Partnership for Effective Development Cooperation endorsed at the 4th High
Level Forum on Aid Effectiveness in Busan. Vincent Grimaud of the EC
Directorate General for Development and Cooperation (DEVCO) highlighted the
EU’s commitment to further improving the results of their aid, such as the EU
Joint Programming of aid. The programme, which will involve EU member states
and the EC working together to negotiate one single programming document
developed under the leadership of a partner country, will be piloted in 2012
in Ethiopia, Ghana, Guatemala, Laos, Mali, and Rwanda. According to Grimaud,
the inclusion of civil society is critical in forging the new Global
Partnership and building democratic ownership of development processes,
therefore CSOs have an important role to play in ensuring their active
participation in shaping SRHR policies and guaranteeing sufficient SRHR funding.

EU News: European Parliament Committees on Development (DEVE)
and Budgets (BUDG) discuss 2013 Development Cooperation Instrument (DCI)
10 May and 14 May-Brussels
During the session on the 2013 Budget held at the European Parliament
Committee on Development (DEVE), MEP Guy Mitchell (Group of the European
People's Party (Christian Democrats, Ireland) raised a concern with the
European Commission over the proposed cuts in the Development Cooperation
Instrument (DCI) in 2013. MEP Mitchell questioned cuts in budget lines for
Asia and Central Asia, calling them unjustified. He also stressed that
increased funding for DCI thematic programmes on environment and sustainable
management of natural resources must not come at the expenses of key MDGs
such as health and education. Similarly to DEVE, the European Parliament
Committee on Budgets (BUDGET) held a debate on the 2013 Budget. MEPs also
raised concerns in the draft opinion concerning the proposed DCI cuts and
requested further explanations from the EC.

EU News: European Union reaffirms its commitment to meet the
20% benchmark for health and education
14 May-Brussels
EU Foreign Ministers issued their Council conclusions on the European
Commission’s communication “Increasing the Impact of EU Development Policy:
an Agenda For Change”. The Council of the EU supports the proposal from the
EC for the EU to allocate at least 20% of its aid to support “social
inclusion and human development”, the Council stresses that this should be
done with primary focus on social protection, health and education. As
outlined in the Council conclusions, gender and youth are also sectors that the
EU seeks to strengthen: “Successful development cooperation also requires
significant progress on gender equality, empowerment and opportunities for
women, including through political and policy dialogue, gender mainstreaming
in policies and programmes, and specific actions. Further, the rights of, and
opportunities for, young people and children should be promoted as it is
critical for societies to offer a future to the young.”

Resources: International Centre for Reproductive Health (ICRH)
publishes its Activity Report for 2011

During the official presentation of the report that took place at Ghent
University Hospital, Prof. Dr. Marleen Temmerman, ICRH Director highlighted
some of the key activities that were implemented by ICRH in 2011. These
included the Missed Opportunities in Maternal and Infant Health (MOMI)
project whose main objective is to reduce maternal and newborn mortality
through combined facility and community based interventions, and the Diagonal
Interventions to Fast Forward Enhanced Reproductive Health (DIFFER) project
which aims to expand and strengthen SRH services, and provide targeted interventions
for female sex workers in the context of existing health systems.
