Committee on Development (DEVE) on the importance of health, gender and
HIV & AIDS issues for implementing the European Consensus on
Development

The Development Committee
unanimously adopted its opinion on the 2013 Budget - Mandate for Trilogue.
This constitutes the first step in a negotiation process for the 2013 EU
Budget. The opinion reminds the European Commission (EC) of its commitment
to allocate at least 20% of the Development Cooperation Instrument (DCI)
to health and education. It also urges the EC to ensure DCI remains a
relevant and effective tool for implementing the European Consensus on
Development, especially in supporting and integrating health, education
and relevant cross-cutting issues such as gender equality and HIV &
AIDS. It also emphasises the importance of reaching the commitment of 0.7%
Gross National Income (GNI) to Official Development Assistance (ODA) by
2015 and the insufficient increase in the budget allocated under the 2013
DCI. It calls for a new financial instrument for Social Protection (SP)
and stresses that funding for DCI thematic programmes on environment must
not come at the ex pense of priority sectors such as health and education.

EU News: The European Parliament
hosts a roundtable on the role of Social Protection in Development
Cooperation

MEPs Veronique De Keyser, Group
of the Progressive Alliance of Socialists and Democrats (S&D) and
Charles Goerens, Group of the Alliance of Liberals and Democrats for
Europe (ALDE) hosted a roundtable entitled “Social Protection in
Development Cooperation: Towards Inclusive Growth”. Present were Kristian
Schmidt, Director of Human and Society Development, Directorate-General of
the European Commission (EC) for Development and Cooperation — EuropeAid
(DG DEVCO) and representatives from UNICEF and the World Bank.
Participants formed a strong consensus on the importance of Social
Protection (SP) for inclusive growth, equity and poverty reduction and the
need for developing nationally-led and owned SP systems which are diverse
and country-specific. Kristian Schmidt gave an overview of the upcoming
communication on SP which the EC is planning to adopt in late August/early
September, with Council conclusions in October. As a result from the
consultation process with Member State s, civil society, international
organisations and partner countries, the communication will foresee the
integration of gender (especially gender-specific healthcare) in the EU’s
support for the establishment of SP systems in developing countries.

adopts a resolution on development cooperation with Latin America
stressing the importance of health and the fight against gender based
violence

The European Parliament (EP)
adopted a resolution on EU cooperation with Latin America. The resolution
places emphasis on a broad dimension of social cohesion that entails
universal access to basic services such as health and education and
highlights the importance of maintaining the 20% target for health and
education. The EP also stresses that maternal mortality ratio has been
alarmingly high and calls for the fight against discrimination, especially
against youth and women, to remain a priority for the EU-Latin America

adopts a resolution on the Multiannual Financial Framework (MFF) 2014-2020
and own resources stressing the need for enhanced budgetary
flexibility

The European Parliament (EP)
adopted a resolution on the Multiannual Financial Framework (MFF) and EU
own resources ahead of the European Summit on 28-29 June. The resolution
stresses that the EU budget is an investment budget that will help
strengthen the EU role as a global actor. It also welcomes the EC’s
legislative proposals on the reform of the own resource systems, including
the proposal on the Financial Transaction Tax (FTT). In view of the
macro-economic landscape and global challenges, the EP calls for more
budgetary flexibility both within and across headings as well as financial

EU News: EU and ACP emphasise the
role of women and youth empowerment in achieving sustainable development
ahead of the Rio+20
15 June- Vanuatu
During the European Union-African
Caribbean Pacific (EU-ACP) ministerial meeting in Vanuatu, ministers of EU
and ACP adopted a joint declaration on the Rio+20, United Nations
Conference on Sustainable Development. Both parties reaffirmed their
"strong belief that the United Nations Conference on Sustainable
Development is a unique opportunity to ensure a renewed political and
international commitment for advancing the sustainable development agenda
(...)”. They also stressed that sustainable development cannot be achieved
without respecting and promoting equity, education, the role of youth,

EU News: The European
Parliament’s Committee on Industry, Research and Energy (ITRE) discusses
poverty-related and neglected diseases during its first consideration of
the draft reports on Horizon 2020

The rapporteurs MEP Riera
Madurell, Group of the Progressive Alliance of Socialists and Democrats
(S&D) and MEP Maria da Graca Carvalho, the European People's Party
(EPP) presented their draft reports on the Framework Regulation and the
Specific Program, which details the themes laid out in the framework, for
Horizon 2020 respectively. Horizon 2020, the new EU research and
innovation programme, holds the potential to significantly support
research and development for poverty-related and neglected diseases which
pose a heavy burden on the population and health systems in developing
countries. During the Committee debate, MEP Francoise Grossetęte, EPP,
pointed out to the rapporteurs that provisions on strengthened
international cooperation within Horizon 2020 are crucial and that it is
important to develop strategies that put a stop to infectious diseases in
developing countries. In response, MEP Carvalho emphasised that her report
stresses poverty related and neglected diseas es as a targeted operation
with key partners. Prior to the debate in the committee, the Action for
Global Health network sent out letters to ITRE members raising awareness
of the opportunity that Horizon 2020 presents in the fight against
