EU News: AidWatch and ONE publish their reports on the EU’s
commitments to development
25 and 26 June-Brussels
"The AidWatch Report 2012, Aid We Can: more investment in global
development’" written by CONCORD, the European NGO Confederation for
Relief and Development, and ONE’s "the 2012 DATA" report aim to
track EU Member States progress towards their commitments to provide 0.7% of
their Gross National Income to development assistance by 2015. Andris
Piebalgs, EU Commissioner for Development welcomed the findings in his
official statements. Although he underlined that the EU still remains the
largest donor in the world with 53 billion EUR of development aid distributed
in 2011, Member States need to increase their aid budgets in order to meet
the promised commitments.

EU News: DSW shares best practices on Social Protection in
EU-East Africa development cooperation
27 June-Brussels
Ahead of the European Commission’s (EC) communication on Social Protection
(SP) in European Union Development Cooperation, DSW met with the EC and
Permanent Representation of Germany to the EU to discuss the issue of SP in
development cooperation using lessons learned from the EU co-funded project
“Working together for Decent work in East Africa”. DSW highlighted how civil
society organisations (CSOs) work could help lay a strong foundation for
national SP systems. This includes support to the creation of small scale SP
schemes, holding national and regional authorities accountable for financing
SP systems, and encouraging cooperation with different stakeholders (local,
authorities, private sector) to address those people most in need. DSW also
highlighted the importance of a holistic and sustainable approach to SP that
combines health protection schemes, income generating activities, and Sexual
and Reproductive Health and Rights (SRHR) education.

EU News: DSW inquiries into the implementation of the 20%
benchmark for health and education
27 June-Brussels
During the presentation of ONE’s “the 2012 DATA" report, Cecile Vernant
from DSW EU liaison office asked Klaus Rudischhauser, European Commission
Director of Quality and Impact Directorate-General for Development and
Cooperation-EuropeAid, how the EU foresees to honour the Agenda for Change
commitments regarding the allocation of at least 20 % of its assistance to
health and education under the new financing instruments for development
cooperation. In his response Mr. Rudischhauser stressed the need for a
coordinated donor approach, which implies that EU aid to health and education
would be provided only if the sectors remain a priority in a partner country.
He also underlined that these two sectors are often supported through budget
support, making monitoring difficult.

EU News: European Parliamentarians urge support for the London
Summit on Family Planning
28 June-Strasbourg – Council of Europe
On 11 July 2012, the UK Government and the Bill & Melinda Gates
Foundation with UNFPA and other partners, will host the London Summit on
Family Planning to call for global political commitments and resources to
enable 120 million more women and girls to use contraceptives by 2020. Ahead
of this event, a group of 20 European Parliamentarians have signed a Written
Declaration from the Council of Europe on the Summit. In their declaration
parliamentarians “urge the Council of Europe Donor Governments to play a key
role in mobilizing new and securing the existing financing commitments to
support the rights of an additional 120 million women and girls in the world
to use contraceptive information, services and supplies, without coercion or
discrimination, by 2020”.

EU News: The European Commission's Directorate General for
Development and Cooperation - EuropeAid (DG DEVCO) hosts the quarterly Global
Health Policy Forum (GHPF)

Organised and chaired by the European Commission's (EC) Directorate General
for Development and Cooperation - EuropeAid (DG DEVCO), with representatives
from the World Health Organisation (WHO), health CSOs and the EC, the “Global
Health Policy Forum” (GHPF) focused on the recommendations of the
Consultative Expert Working Group on Research and Development Financing and
Coordination (CEWG). WHO representatives presented the key recommendations of
the CEWG report based on the recognition of health as a global public good.
The CEWG report also underlined the issue of market failure in the case of
drug development in developing countries and linked this to a research and
investment gap. With regard to funding under the EU Framework Programme for
Research and Innovation, Horizon 2020, CSOs raised concerns that the thematic
areas do not adequately cover poverty-related and neglected diseases. The
Directorate-General for Research and Innovation (DG RTD) explained that due
to the horizontal approach taken by the framework programme, disease
area-specific allocations could only be determined at a much later stage.

EU News: The European development NGO community calls on EU
governments to support the European Commission’s (EC) proposed increases in
development aid
29 June-Brussels
EU heads of state adopted their conclusions at the EU Council meeting on the
Multi-Annual Financial Framework (MFF) 2014-2020. The conclusions welcomed
the progress made during the Danish Presidency and reaffirmed the Council’s
commitment to achieve Official Development Assistance (ODA) targets by 2015
as set out in its June 2005 conclusions. Concerned with lack of reference to
the EC’s proposed increase in external funding, CONCORD, the European NGO
Confederation of Relief and Development, called on EU governments to “be
courageous in the future discussion on the EU budget and to support the
European Commission’s proposal to increase funding for external action from
5.7% to 6.8% of the total MFF and the proposed significant increases in
development aid."

EU News: Cyprus takes over EU Presidency
01 July-Brussels
Cyprus has taken the rotating presidency of the Council of the European Union
for the next 6 months. Important during its Presidency will be negotiations
regarding the new Multi-Annual Financial Framework (MFF) covering the period
2014-2020. Cyprus aims to complete the MFF negotiations successfully during
its office and to ensure that “policies and programmes which will be financed
under MFF are policies with real European added value“. With regards to
development assistance, the Cyprus Presidency “will promote work aiming to
give emphasis on EU development goals and ensuring progress on the Union’s
development commitments“.
