EU News: European Commission’s 2010 work plan
includes ensuring access to health care in developing countries
31 March
The European Commission has unveiled a
2010 work programme containing its objectives and concrete policy
measures. The Communication entitled ‘Time to act’ highlighted four main
sections which are to be concentrated on over the next few years. Tackling
the economic crisis and its social impact are the European Commission's
top priorities but pursuing the international development agenda will also
be a key priority for the Commission. It affirms its continued support for
the Paris Declaration and highlights that ‘specific work has been launched
to ensure access to health care.’ Interestingly, it makes mention of a
proposed EU Plan of Action which is in preparation to the MDG Summit in

EU News: European Commission adopts Communication on
the EU’s role in Global Health
31 March
The Communication on “The EU Role in
Global Health" and its three Staff Working Documents have been adopted by
the European Commission. The Communication welcomed both northern and
southern civil society input through a consultation process and
establishes the Commission’s commitment to unite with civil society in
contributing towards the universal protection of the right to health,
coverage of health services and progress towards the health Millennium
Development Goals. The Communication was discussed in the Working Party on
Development Cooperation (CODEV) on 8 April and will be adopted at the
Foreign Affairs Council on 10 and 11 May. The Communication can be

EU News: Françoise Castex, Member of European
Parliament (MEP) champions health during oral questions to the European
Commission and Council of Ministers at the ACP-EU Joint Parliamentary
Assembly (JPA)

During the 19th session of the
annual ACP-EU JPA, Ms. Françoise Castex, MEP and Development Committee
substitute member addressed an oral question to the European Commission on
the inclusion of health in the Mid-Term Review of the 10th EDF. She
enquired as to what actions the European Commission took following the
specific European Court of Auditors recommendation to reconsider
increasing its support to the health sector, in order to support its
commitment to the health MDGs. Her question to the Council focused
specifically on MDG 5 and requested what were the Council’s plans to
improve the actual implementation of sexual and reproductive health rights
(SRHR) policies and programmes at country-level The full list of oral

EU News: World Bank (WB) announces launching of
Reproductive Health Action Plan and CSO Consultative Group on Health
Nutrition and Population (HNP)

DSW participated in the World Bank’s CSO
roundtable on “Health - Continuing the Dialogue on Health toward 2015”.
The event, which was co-chaired by the Action for Global Health network,
was part of a series of continuing conversations with Civil Society that
builds on recent efforts by the World Bank’s Human Development Network
(HDN) to more effectively engage health oriented CSOs. The following two
outcomes of this meeting could potentially be of high interest for sexual
and reproductive health advocates: Firstly, the WB proposed to establish a
CSO Consultative Group on Health, Nutrition and Population (HNP), which
shall be composed by both US-based and European Health CSOs, and would be
consulted on a regular basis with regard to the formulation,
implementation and monitoring of WB policies on HNP. The WB suggests
launching this initiative by July 2010 and invites health CSOs to actively
engage in the elaboration of the Terms of Reference and CSO selection
procedure for pa! rticipation in this group. Secondly, the WB announced
the launching of a Reproductive Health Action Plan by the end of May 2010.
The plan, which has been elaborated in close consultation with CSOs, will
focus on high burden countries and specifically aims at strengthening
multi-sector interventions, technical assistance for improved access to
reproductive health services, as well as health worker capacity building

EU News: Millennium Development Goals (MDGs) Report
discussed in the European Parliament Development Committee
12 April
An exchange of views took place in the
development committee on the MDG report which was led by Michael Cashman
(MEP). The report entitled ‘Progress towards the achievement of the MDGs:
midterm review in preparation of the UN high-level meeting in September
2010’ includes a specific section on priority MDG targets, notably for the
health MDGs. The report calls on ‘all Member States and the Commission to
reverse the worrying decline in funding for sexual and reproductive health
and rights in developing countries and to support policies on family
planning, abortion, treatment of sexual diseases and provision of

Group on Reproductive Health, HIV/AIDs and Development(EPWG) organizes
event ‘An EU position for the Millennium Development Goals (MDGs)
review’

With the forthcoming MDG summit in
September it is essential that the EU has a clear, strong and unified EU
voice. The event organized by the EPWG will include speakers such as
Michael Cashman (MEP), Françoise Moreau from DG Development of the
European Commission and Nicola Harington from the United Nations. The
different actors will present on the MDG Summit, what the EU position
should be and how can the MDG targets be met, notably MDG 5 which is the

Upcoming Events: European Commission to publish
“April package”
21 April
The European Commission “April package”
is shaped to prepare a common EU position in view of the forthcoming UN
MDG Review High Level Event to be held in New York on September. The
package is composed of a cover communication and five staff working papers
on: Millennium Development Goals (MDGs), Financing for Development, Aid
Effectiveness, Aid for Trade, Policy Coherence for Development (PCD). It
also has thematic papers on Health, Gender, Education, and Food Security
which are also seen as parts of the overall package. More information can

Upcoming Events: G8 Development Ministers to meet in
Halifax, Canada
26-28 April
Ministers responsible for
international development from France, Germany, Italy, Japan, Russia, the
United Kingdom and the United States as well as representatives of the
European Union will attend the G8 Development Ministers Meeting in
Halifax. The meeting will lay the foundations for the G8 Leaders summit in
June. A key discussion point will be that Canada, as chair of this year’s
G8 meeting, will champion a major initiative to improve maternal and child

strategies

As the Global Fund is in the midst of a
replenishment and redefinition phase, 2010 will be an important year for
Sexual and Reproductive Health. It will be decided whether following the
Global Fund’s formidable efforts in the field of HIV/Aids, Tuberculosis
and Malaria, the Fund should aim to be the Global Fund for all
health-related MDGs (including those for maternal health and child

Resources: Global Aids Alliance report: Mobilizing
for RH/HIV integration
15 March
In the report, 2010 is presented as a
pivotal year for scaling up reproductive health and HIV (RH/HIV)
integration and accelerating progress towards MDG5 and 6. This ‘Make or
Break’ year will need to ensure that key international stakeholders put
into practice agreed-upon RH/HIV political commitments. The international
community must galvanize action and funds for the five-year countdown to
the Millennium Development Goals (MDGs) especially MGD 5 and 6. The full

Resources: Action for Global Health (AFGH) launches
its annual report ‘'2010 Reality Check: Time is running out to meet the
health MDGs'

On World Health Day AFGH launched its
report urging EU leaders to commit 0.1% of GNI to ensure universal access
to healthcare for people in developing countries. The report focuses on
three issues which can break the cycle of poverty and ill health in
developing countries. The report recommends it is now essential that all
European Member States honor their commitments to support developing
countries and this includes amongst other things to promote free access to
healthcare for the poor including, sexual and reproductive healthcare
