EU News: DSW advocacy leads to 94 million EUR
proposals supporting MDG 5 in Kenya and Ethiopia

After months of direct DSW and stakeholder
advocacy, the Governments of Kenya and Ethiopia have decided to submit
concept notes to the European Union worth a total of 94 million EUR in
support of MDG 5. The Government of Kenya has submitted a concept note for
an intervention to boost MDG 5 worth 34 Million EUR for the period
2012-2025, to improve sexual and reproductive health, especially for
adolescents. In Ethiopia, the government proposed a concept note to scale
up quality maternal health services worth 60 million EUR for 2012-2015,
with concrete interventions planned for RH supplies and training of health
workers. The grading of all submitted African, Caribbean and Pacific (ACP)
governments' concept notes is now on-going at EU headquarters level, with
a final decision expected in December 2011. For more information, please

EU News: European Parliament adopts text on formal
response to the European Commission’s 2012 Draft Budget
23 June
MEP Rapporteur Francesca Balzani of the
Budget Committee in the European Parliament was successful with her report
on the mandate for the trilogue on the 2012 Draft Budget with 379 votes in
favour, 128 against and 94 abstentions. Balzani’s report makes specific
reference to the Millennium Development Goals and the need for Member
States to uphold their 0.7% GNI commitments. The adopted resolution will
serve as the European Parliament's opinion for the first budget 2012
negotiation meeting between representatives of the Council, Commission and
Parliament, which will take place on 11 July. For access to the report,

EU News: European Commission publishes proposal for
2014-2020 Multi-Annual Financial Framework

The European Commission has published its
long-awaited proposal for the EU's next Multi-Annual Financial Framework,
covering the period 2014-2020, including a 3,5 billion EUR increase for
the Development Cooperation Instrument (DCI) from currently 17 billion EUR
(2007-2013) to 20 billion EUR. The Millennium Development Goals and Africa
are highlighted as priorities for future EU development financing in the
proposal, on the basis of which negotiations will now officially kick off
between the EU Member States under the lead of the Polish EU Presidency.
The Member States are expected to come to an agreement on the different
headings by the end of 2012, at which time the European Parliament has to
give its consent. In parallel, the Commission will draft the proposals for
legislative instruments, including the new DCI. Sectoral priorities such
as financing of human and social development, including sexual and
reproductive health, and non-state actors in development will be inclu!
ded in the draft DCI regulation that is expected at the end of 2011. For

EU News: DSW and Action for Global Health Roundtable
on Health Aid Effectiveness a success
29-30 June
DSW was commissioned by the Action for
Global Health network to hold a two-day Joint Stakeholder Roundtable to
bring together civil society organisations from the North and South as
well as development partners and donors to exchange views and revise their
positions on health aid effectiveness in order to elaborate a set of joint
recommendations to increase the effectiveness of EU Health Aid, in
preparation for Busan 2011. Three discussion topics were assigned to frame
the debate, namely ‘Who owns health aid?’; ‘How do we deliver aid for
health?’ and ‘What do we want to achieve through health aid?’ The mix of
participants included a number of EU Member State Representatives
including from the Polish Permanent Representation to the EU, who are now
holding the Presidency of the Council of the European Union, the European
Commission, UN agencies including UNFPA and UNAIDS, the World Bank, DFID,
the Global Fund, the Global Alliance for Vaccines Initiatives (GAVI) and
USAID. On! e of the potential outcomes of this meeting will be that the
European Commission considers and includes some of the recommendations in
its upcoming Communication on Aid Effectiveness due in September. For more
