EU News: Statement by the EU’s Minister of Health and Social Policy at the 48th Session of the Commission for Social Development

3 February

At a High Level Panel discussion to commemorate the 15th Anniversary of the World Summit for Social Development, Ms. Trinidad Jiménez García-Herrera expressed the EU’s renewed commitment to helping developing countries achieve the Millennium Development Goals (MDGs). One of the questions she raised to the High Level Panel focused on which concrete measures are to be taken to accelerate the implementation of the MDGs, especially relating to gender equality and maternal and child health which are particularly lagging behind. EU News: European Parliament appoints new Commission

9 February

The European Parliament (EP) has finally approved Jose Manuel Barroso's College of Commissioners, giving 488 votes in favor, 137 against and 72 abstentions, finally ending the Commission’s three month caretaker period. This is the first time that the EP has appointed the Commission in its capacity as a real co-legislator. Under the Lisbon Treaty the EP’s legislative powers have been expanded, putting it on an equal footing with the Council. Commissioner Andris Piebalgs holds the significant development portfolio within EU foreign policy and will have to work closely with the new foreign affairs chief, Catherine Ashton, and the international cooperation, humanitarian aid and crisis response Commissioner, Kristalina Georgieva. EU News: EU funds water and sanitation projects in ACP countries to support progress towards the Millennium Development Goals (MDGs)

9 February

The European Commission presented the second ACP-EU Water Facility, replenished with € 200 million under the 10th European Development Fund for the period 2009-2013. The objectives of the Water Facility are to help achieve the water and sanitation MDGs which are recognized as being pre-requisites for reducing child and maternal mortality (MDGs 4 and 5). There are two calls for proposals under this facility, one of which entitled ‘Water, Sanitation and Hygiene Promotion for the MDGs’ has been published on 11 February. EU News: European Parliament (EP) Resolution includes legislation ensuring women’s control over sexual and reproductive rights

10 February

The EP adopted a resolution on equality between men and women in the European Union, resulting in the inclusion of Article 38 which emphasizes that women “must have control over their sexual and reproductive rights, notably through easy access to contraception and abortion” and “invited the Member States and the Commission to implement measures and actions to make men more aware of their responsibilities in relation to sexual and reproductive matters”. EU News: DSW launches new “Euroleverage” project to mobilize EU funding for reproductive health

12-14 February

DSW invited partner organizations from across the globe to Kampala, Uganda for the “Euroleverage” kick-off meeting. The 25 participants from South Asia, West and East Africa and Europe came together to launch the new project and discuss project activities and milestones until 2012. Through “Euroleverage”, DSW aims to leverage US$ 85 million for reproductive health and family planning by applying a two-pronged approach, targeting both the supply side and the demand side of EU funds. Upcoming Events: Action for Global Health (AFGH) High Level Conference on the Health Millennium Development Goals

2 March

AFGH are to launch a high-level conference entitled ‘Delivering the right to health with the health Millennium Development Goals’. It will consist of two High-level panels in the morning (EU and EU Presidencies panel) and thematic workshops in the afternoon and will focus on what should be the EU and its institutions’ next steps to ensure that the three health MDGs are reached and that the global right to health can be secured.
